The Ston : The Acting Colonial Secretary.
I have the honour to bring to your notice the following case, occurred in connection with this Department.
According to Ordinance 9 of 1858, all stalls or laus in the market are leased to monthly lessees on payment of a certain license fee, the lessee being liable to have his license cancelled after a notice if he is guilty of any offence. In addition to the license fee, a premium is paid on any stall or law becoming vacant through the decease of the lessee, it has been usual to put up the stall or lan to tender; though in some cases near relations of the deceased have been allowed to carry on the business sometimes on payment of a premium, sometimes without any such payment.
In one case the widow of the deceased lessee applied for permission to carry on the business, but her application was refused.
